A user is a person that has received or should have received health or social services. The user can file a complaint for himself or for someone else. Here at CAAP-Outaouais, we provide assistance and support in either case. That is why we use the term “caller” for statistical purposes when someone contacts us.
The word “caller” is a generic term that includes the user, his representative or his assistant. According to article 12 of An Act respecting health services and social services, a representative has a legal relation with the user. The relation can be as holder of parental authority or tutor for a user who is a minor. It can also be as curator, tutor, spouse or close relative of a user of full age under legal incapacity. On the other hand, an assistant is a person that demonstrates he has a special interest in the user.
